Civil forfeiture has very shitty documentation requirements, if there are any at all. There's a reason the cops in poor areas seize cash most often.

I’ve literally had the police steal (not civil forfeiture) from me, you’re not telling me anything I don’t know. But the answer to “why isn’t this legal thing on this chart of illegal things?” is that it’s legal.

A lot of these problems are copied and pasted, whole economies, war crimes, so it gets a little confusing.
