It’s normal that you can’t find the library, you have to compile it from source.
They probably mean gir1.2
they used to be quite common, but nowadays you need to compile them yourself with the "replace-testosterone" patch. It's also recommended to use the "cat-ears" patch, and, if you can, also the "cat-tail" patch, but that isn't necesarily required to get it working.
