tldr: they're working on a process that uses an electron laser for lithography. the particle accelerator is a typical way to make an electron laser.
I'm just laughing thinking about the nerds strapping self-destruct devices to EUV lithography machines, assuming that China would never be able to figure something like this out because western chauvinism.
