But as long as it’s run for profit, its impossible to be an efficient services.

Japan Railway Group is privately owned company, and they ran a highly efficient train service.

It is, but it's not impossible. Chance is, if your government's priority sucks, public transport gonna suck either way, regardless they're government owned or private.
