The Russian Federation will indeed react harshly to any steps that may pose a threat to the security of the country, its citizens, wherever its citizens are.

Yeah except there's not much they can do. They wouldn't want to fire on South Korean troops for the same reason they wouldn't want to fire on NATO troops - both are a prelude to nukes falling. So.
