No, it will not matter. The national abortion ban will override this.

Wasn't the whole premise of the supreme court over turning roe v wade that the states should be allowed to decide? Not that I think they'll stop at hypocrisy I just think it should be pointed out.
That was the first step to remove the rights federally. And then they can go further and do whatever they want with states.
The SC said states should be able to decide because there was no federal legislation one way or the other. Once a federal ban is in place, the states will lose the ability to decide for themselves.
