I can tell most of the replies here are not from Southerners because, as a Louisiana native, I can tell you this doesn't mean what you think it means. It means they aren't encouraging poor minorities to get vaccinated. White middle-class Southerners are still getting the vaccines from their doctors.

this should be enough to convince many cranks that the vax isn't bad. Louisiana public policy is like the butt end of any moral compass. whatever the government is doing there is always the opposite of good.
