TLDR: An effective way to cool down is to cool your feet, the palms of your hands or the top of your face because of high blood flow through these areas. Some athletes are using cooling gloves to utilize this effect.
Also quite inconvenient. For me, soak a T-shirt, wring it out as much as possible, wear it and get on with things works well enough.
