Its just the destruction stage of the renovation. The empire is gonna tear out all the fixtures that have been there since the 80s and replace them with new streamlined versions which will preform better at lower cost.

It looks bad in the short term but even if musk and trump bungle the refit it will be better than the old systems and future administrations will work out the kinks.

I'd like to think that the rot is so deep that the whole thing collapses before the refit is done but I doubt it.
