This should be in Not the Onion. I can’t remember which website it was, maybe The Sun? But when I rejected cookies, it threw up a cookie paywall.

Yeah it's part of this new "pay or accept cookies" shit. Before they'd just guilt you a littlest with word choices, now they actually refuse to allow to reject them without paying.
