And I think you missing something. People perceptions are different and they aren't necessarily "correct", yours and mine included. Report doesn't automatically remove someone, but it does allow admins and mods to see it, in other word, get a third party to look at it. Multiple reports also mean more people thinking this is harmful. Just because you don't agree with other people's perception doesn't mean they are wrong and you're right or vice versa. Not to mention that certain kinds of harassments and hate speeches directly break the ToS.
Furthermore, reporting != banning. Reporting on a comment is the voice in that comment is listened to, and it's been decided that it's harmful.
Not only that because they are federated there will be a much higher traffic, which will come with higher cost. So a possible playbook Meta could follow is say they'd help cover the cost from their user base. Then it becomes the equivalence of being bribed. You don't do what they want they stop giving you the money and because of the growth that comes with Meta, an instance that federate with them could suddenly find themselves struggling to maintain the instance.
It affects those who don't want their votes visible and for random stranger to track their activities. That's why this is better as an opt in for those who want them and have them be invisible for those who don't want to share it. Think of how you can set your Youtube playlists like favourites to private or unlisted.
The irrational part that people miss is, as always, thinking of a subset as a unified whole.
