While the RockPro64 is great if you are looking for something ARM based, I will recommend the x64 based Odroid H3(+).

Mine has an nvme as OS drive and 2 sata SSDs as storage drives. It idles below 10W and uses like 15W under load.

As far as I know, Windows 10 licenses are on the motherboard/BIOS, so changing the harddrive should just work.

I have heard some talk about the license getting disabled if you switch some hardware in machines as it no longer can identify it as the same machine.

But is it running at the same time as a an OS or is it just a device without an OS running, sharing storage?

I think the rule as is, is fine. Mercers change to allow up to 2nd level is also fine, but borders the balance scale.

Come to think of it, I could see myself implementing the following house rule: Up to level 8, only cantrips, up to level 14 you can do 1st levels too and after that you can use 2nd levels.

Out of the options you listed, I'd go with the NUC for performance and transcoding.

Is it possible to get a tag on the repo, so it's easy to package for package maintainers?

So I assume 5.27 is gonna get a point release or two before February to get in critical bug fixes. Else it's gonna be a while between 5.27 and 6.0. ;)

You should be able to just run the docker container and expose port 8080, then visit http://localhost:8080 to complete the setup. You won't have SSL or anything though. If it still asks for domain name, maybe you can put in localhost.local ?
