I do believe that the .ml instance is the cause Lemmy hasn't taken off the way we had hoped, and defederation should be discussed, but I think those same users will just rebound to a different instance and destroy the community there.

In general, I think slowing them down might be a good starting point before the more nuclear options are broached though.
