Actually, what you describe is pretty typical for rural living in most first world nations.

Ruling classes don't care about peasants out in the country because it's easier to make more money off of city dwellers.

Honestly, I think a lot of it is just to support the idea that those who have more, deserve more.

Useful idiots are in vogue. They live vicariously through their oppressors while working service jobs for scraps.

There needs to be a cultural change.

Unfortunately, one person or even the minority cannot do this.

Until more people actually want to solve these problems, these problems won't get solved. Wow.

It's not a turnout issue. US "democracy" is fundamentally broken and favors those already in power. It's important for those in power that gridlock issues such as abortion and gun control never get solved yet remain the focal point of elections to distract from the ever-growing disparity in wealth.

If all the biggest fish are getting caught and killed, won’t that give smaller fish an evolutionary advantage?

Fishing is a little bit different than that. It's the big fish who are able to avoid getting caught, which is how they get to live to be so big.
