It does. Joe Biden was VP for a lot longer than Harris, but according to the table linked in the OP, he cast 0 tie-breaking votes; if you look at Senate composition during that time, you can see that there was always a very clear majority for one party. Since 2017 it's always been fairly close to 50-50, so there needed only to be a few (if any) senators breaking from their party to create ties, so Pence and Harris got plenty of opportunities to cast tie-breaking votes.

When Internet communities were still a relatively niche thing and I (preteen to early teen) was already on the Internet, I had great dreams that in the future everyone would be on it and this would cause society to be awesome.

Everyone is now on the Internet. This has not made society awesome.

Most likely the best distro for KDE is KDE neon, but that doesn't mean that much.

I use it on Debian testing and am very satisfied with it, KDE has never been so stable.

also at least on my Android tablet, the tabs are hidden behind a button (like on a phone) rather than being displayed in a bar (like on a desktop), even though at least in landscape mode there would be enough space for the latter. This too should be fixed or configurable.
