In the US. Most countries have 18 as the limit; in most of Europe that's only a limit on buying alcohol, not drinking it.
Its still effectively a buying limit here in the US as well. I had my first drink at 4 because I was convinced whiskey was apple juice and stole a swing, the end result was a drunk 4 year old.
I think he means their cops won't arrest you for drinking younger.
