Is there any way to search through all the games on Steam for titles that don't use the word "dystopian" anywhere in the description? (fedia.io)

Genuinely would love to see a list of Steam games that don't rely on that premise.

That wouldn't exclude Cyberpunk for example.

Based on what the OP said, Cyberpunk 2077 would still pass the filter because it does not use a single instance of the words "dystopia" or "dystopian" anywhere on the store page. 😌
