Levelling an area isn't going to help in this instance. This is the logistics issue.

If the US economy is so strong, they shouldn't be eclipsed in ship production. 1% vs 50% of ship building is the threat.

It's so significant a difference that US wants to impose penalties for being too productive. The GDP numbers don't correlate with the ship production numbers.
