It's mostly because they depend on US Aid money or because they didn't pay the UN fees to vote.
It's a reference to Cuba lmao. 2 against, 1 absent and everyone else voted yes. Only two nations who couldn't weren't Afghanistan and one other who couldn't afford their fees
