No shit they would rather be fighting a war they're not actively losing. Go look at the House Select Committee on China Chairman Gallagher's beliefs.

For Russia to win, they have to annex a large portion of Ukraine.
For Ukraine to win, they have to gain lost territory back.
For the US to win, the war has to go on as long as possible.
It's also important to remember that US aid is often a loan.
