It's quite easy to read, the book seems to urge action before the foe becomes too strong...
according to author it is China. Its worth to mention that author is not trying to cover the real reasons behind the described confrontation—nothing about the competition between us and chinese capital, nothing about politics before war etc.—just a bloody war.
