Yup, I've talked to quite a few normies who are mostly on the gun control side of things who are now considering getting a PAL to go practice at the range so they "know how to handle a weapon in case the need ever arise".
Suggest shotguns and rifles. Handguns are the thing you use while you get your real gun. Shotguns are for home defense. Rifles are for country defense. Take the firearms safety courses that are offered, and train with the thing. I sincerely hope you never have to use it, but my fellow countrymen are being idiots again. I'll be down here defending Mexico if it comes to it, but I know that some of us will join in a defence of Canada. Most fucked up civil war in history.
Yes, that's what PALs get you. For handguns you needed an RPAL, but that is no longer possible. Mostly because the PLC couldn't be arsed to blame the US for the illegal guns coming across the border.
The safety classes aren't "offered", they are mandatory.

The repeated threat of invasion creates an exception to the norm. This shouldn't be hard to understand. People can be for gun control AND want to prepare for duty.
