I looked up an overwatch tier list. Torbjorn is a damage dealer class that sets up autonomous turrets and is ranked S Tier, so the implication here is being bronze rank on a "braindead" or overpowered character means he's bad at overwatch.

His kit included an automatic turret which would basically carry you, the player, if you weren't a moron about placing it. Overwatch also has ranked and free play, where your performance in ranked matches would move you up and down the skill ladder. Bronze was the lowest tier.
