ah but when you have a liberal capitalist government you can't click the button, you have to wait for the porky pops to build up enough wealth so they can click the button for you. but if they don't have access to imported wine and nice furniture, they might never click the button
You just need to create weird workaround laws to give them enough tax incentives, give them the soil as a gift, and maybe even a direct cash transfusion, and then they MAY build a factory someday on THEIR conditions to produce whatever THEY deem profitable.
