Economic downturn actually allows those with large amounts of Capital to expand their ownership, it furthers centralization of Capital into fewer and fewer hands and takes away from the Working Class and smaller bourgeoisie that are proletarianized.

100%. This is why Marx specifically said crisis heightens the contradictions within Capitalism, it kills off the small businesses and forces them along with the proletariat, leaving large firms controlling even greater ratios of the overall economy. This action is not without reaction, it swells the number of the working class while minimizing the number of the Capitalists, it ironically grows the power of the working class and minimizes the power of the bourgeoisie should a revolution break out.
