In light of the Dalai's earlier pronouncement that his successor would be female, the administration has promised him immortality.
Nirvana does not care for the mortal body limitations. Enlightenment is universal.
Tell that to Buddhists, especially Tibetan Buddhists which explicitly discriminate against women and claim they will never reach enlightenment.
Exactly why they themselves haven't reached enlightenment. Too concerned with being petty of others instead of untangling the self.
But... isn't the gist that his successor is himself?

The gist is that his successor isn't whoever the Chinese Communist Party says it is (either directly or by trotting our that kid they kidnapped decades ago who hasn't been seen since).
