You don't need a license to buy any of the equipment. You are supposed to have a license and identify yourself on the air when you transmit. Most hams will expect you to do this (every ten minutes).

That said, CB has a 4 watt power limit, and yet the superbowl channel exists. The important thing is to learn the physics. Understand how the technology works (i.e. how the source of a signal can be triangulated). Then apply it in a way which benefits you, undermines your adversaries, and doesn't land you in prison.

it's my understanding that most of Delete, Delete, Delete hasn't really "hit" yet, and most of the changes they're focusing on are for businesses, not individuals (i.e. you'd still need a license, but a company might not).
