Amita uses child slaves for a narco empire. Sabal wants child marriage back. I swear I saw somewhere that there is a way to kill all three.
You can kill all three. Because I did lol. I accidentally killed the main villain king guy with grenades while he was escaping in a chopper.

Yeah all three are corrupt assholes who want to use you for their own gain and they drop their act post-main story when they come to power and you can just kill them.
My only question is who is the worst? Because I swear sabal may end up leading to genocide or something along those lines. May end up like Tibet
Kinda hard to tell. But I think that the worst would be Sabal probably as you said. Though Pagan (king villain guy) already started mass murder and kidnapping in the game.
