THE PAYROLL YOU'RE GIVING THESE 2K? YOUR BUDGET? IF NOT YOU DOCK IT RETROACTIVELY IF THEY COMPLY?
GIVE CONFLICTING ORDERS? CUT THE NATIONAL GUARD BUDGET IN RETALIATION? PROPORTIONATE REFUSAL TO COMPLY WITH THE FED? DECLARE A CONFLICTING STATE OF EMERGENCY? USE THE STATE ATTORNEY? REVOKE AGREEMENTS WITH THE FED? ANNOUNCE WHERE THESE GUYS ARE HEADED?

Maybe if someone lies to him and says the 2000 the fed took are all homeless he'll get out there with a bat and go feral. Worth a shot.
How about he just gives them all extended leave. They're all now on paid vacation and can go home to their families.
Somebody need to Jedi Mind Trick the gov and get him to know in his bones that EVERY National Guard in Cali is a homeless person doing cosplay.
