Thinking? He's a cop. He probably thought she wasn't "in her place", or was "disrespecting his authority". Or he's a psychopath...
I mean he clearly sees her all the way through the video. There's no shouting or warning, or any sign he's about to do that.
It's like he's got a quota of people to shoot. "Ooh, it's 4pm, time to take somebody's legs out with a baton round!"
