Excellent. I drive exactly the speed limit, but often find myself stuck behind slow drivers (as the speedometer reads higher), hence the question. Some people do not pay attention (phone, etc.), some are unfamiliar with the road, some are too old to drive, ...
Hah, when I lived in the US, I was 100% certain that if a road has limit, I can always, in worst imaginable conditions, just nail it and go with limit (I lived down south, ok, in Texas, but traveled all the thing).
Now in Europe this is absolutely not the case. I don't mean Autobahns even, just regular roads in Finland are, well, just slow down if not sure, ok?
Obviously everyone needs to slow down when the conditions require it. Wet, snow, dark, too crowded, hard to see, ...
