Well Russia has multiple delivery methods (who knows if the ICBM's are still operational)
Any nation on Earth, if they had nuclear weapons, could put them in shipping containers and mail them to any target they wanted.
I kind of expect that plan would fail. I expect there are radiation detectors at shipping ports and airports. Also one nuclear weapon just pisses off the hive. It would need to cripple for it to be truly effective.
