If the US gave a shit about the cartels they wouldn't be flooding them with weapons. The Cartels aren't using Latam made weapons in their destabilization, their using American ones. Simply turning off the arms tap and allowing countries to solve the problems for themselves would do infinitely more than any kind of intervention.
