Give it another year or so and N.Korea will back to starting new instigation. It was trash balloons last time, maybe they can fly drones of toxic waste into a school next.
Weren't the trash balloons in response to the now-deposed wanna-be SK dictator dumping leaflets all over Pyongyang?

Instigation? It says in the article they only did it after S. Korea dismantled theirs. And the trash balloons were only done after the south did their leaflet dropping thing in the North.
