Basically made it illegal to own anything or have any sort of living space when you're homeless, and didn't create more shelters.

So all the homeless people in those encampments were given homes?

Okay they didn't cool
Do you know what cleaning an encampment means? They are not sweeping up and and making it look nice.
Everyone is kicked out. Any belongings they are unable to carry out get tossed.
