There is a payment app/bank account in Europe who doesn't need Google Play Services to fully works?

AFAIK RaiPay is the only one in the Czech Republic, and it's available in some other countries Raiffeisenbank operates in. However, the main Austrian bank is one of the few institutions that haven't pulled out of Russia, so...
