Sounds like a pretty competent assassination to me.
200 yards is like newbie training though
Plugging somebody in a single shot like that is not easy to do.
If you're aiming center mass with a rifle from a supported position, yeah it really is. Obviously you need to know how to shoot a little but one day of training most could hit a human-size target from 200m decently reliably.
It's not whether we could, it's would you? This man or woman stepped up and took out the trash. Hero in my book.
