Link titles: Please use informative link titles. Overly editorialized titles, particularly if they link to opinion pieces, may get your post removed.

Is that really Spain of all places? There's a few others that come to mind before them, for me.
It's not that Spain is some bastion of anti-racism, but cmon. Italians and polish are right there.

Italians don’t have a massive colonial history that was still being shaped until midway through the 20th century, nor did they have an open fascist in charge until the 70s.
Italy did have a colonial history in the mid 20th century, ask Libyans otherwise. But yeah, Spain is hard to beat in that front, 90% of native Americans were genocided and most of the country still believes the "we civilized them" narrative. Ask a boomer about it, and the mildest answer you may find is "at least we didn't kill them all like the English did".
Also the Ethiopians.

They use the term "moro" from "moore" as an unironic slur towards migrant workers from north Africa, I know a north African who was born in Spain who could be described as a "petty bourgois" business owner, speaks fluent spanish and doesn't do anything illegal, the police came and flipped his house and his entire neighborhood over a stolen electric scooter from a few blocks over. Spain is also the frontier of preventing Africans from entering Europe, they're a sleeper build in the racism competition.
The foundational myth of Spain is the holy "reconquista" of the good and moral Christians retaking the Iberian peninsula from the dirty hands of the Muslims. Unironically 90% of Spain believes that there was a 700 year long protracted conflict between Christian and Muslim kingdoms in the peninsula, because of course wars are famous for lasting 700 years.
Idk personally if it's the most racist in Europe having also lived in Germany, but it's a serious contender. Spaniards are rabid islamophobes.
Most openly racist by far
