This shows that Chinese Marxists do view abolishing the commodity form and move towards a full planning apparatus as consistent with the goals of a realized communist society.

Product vs Commodity Economy:
He’s using the term “product economy” for an economy that produces products for use and need rather than an economy who’s primary focus is the production of commodities meant for the accumulation of capital
Product-economy as opposed to a commodity economy, i.e. that things are produced in accordance with a social plan to meet real needs rather than exchange-value realization.
State Monopoly Capitalism:
State Monopoly Capitalism is a Leninist term designating Capitalism past its competitive phase.
This latter term is synonymous with Imperialism in its Leninist sense. Finance-capital and arrangements of monopolistic trusts in collusion with State power to divide the world into colonies wherein the export of capital takes on an added significance vis a vis of commodities.
What is a State:
He is using the Marxist definition of a state where its primary function is to maintain the power and position of the dominant ruling class. In a communist/advanced socialist society, class distinctions ultimately fade away, therefore making this form of state power redundant
On China's Current Stage:
Yes they see themselves in the primary stage which corresponds to the current arrangement of the Chinese economy - commodity production and mixed market mechanisms within a dominant state guiding and directing framework
I believe there are various subdivisions within each stage (for planning purposes) which is where the 2030s date comes from
