My parents say I'd basically do this while putting on my shoes in the morning before school.
My parents always called me a dawdler.
There was always just a lot going on to think about, or I could be not thinking at all.
Several times a month this will happen after lacing one shoe but before lacing the other. I'll stand up, look down at my feet and just shake my head.
