it could be an homage, but it's not "nazi style" any more than a toxic chemical label is a Nazi style "Totenkoph"
it needs to have flat tops and bottoms to be "SS style"

I don't see what NS split by a lightning bolt would refer to other than National Socialist - eg literally claiming affiliation/support to the Nazi party.
It is possible its something else and just incredibly bad fortune and an incredibly ignorant person who wouldn't get that connection is wearing it - but given the context that it's ICE.. I'm leaning to it being a nazi dog whistle to other like-minded ICE officers.
Regardless of how bad it is, the lightning bolt is clearly intended as nazi shit.
They're not good at making swastikas either, but no matter how deformed they still count as nazi shit.
Ah yes, the old hail hortler.
