Apparently they just purged ICE leadership and replaced them with people from Border Patrol and Customs and Border Protection. The imperial boomerang is about to hit harder.

But when he's messing with his armed wing and purging his loyalists for being incompetent, he sabotages himself. Even before the shutdown national guard troops were bored and confused about why they were in cities.
