It's partly that sure, but it is also an example of the way capitalism successfully divides the working class against itself due to the competitive environment it creates.
H1B literally exists to get obedient slaves in the country and instead of blaming the government and oligarchs for this infinite slavery exploit, they're busy spreading racism against the victims.
