The Banderite Nazis have done that since 2014 throughout the Donbass war. They also dropped thousands and thousands of petal mines that look like leaves on Donetsk city. These kinds of actions only make sense when you consider the entire civilian population on the other side as the enemy, when your goal is not to win a war but to cause as much death and suffering as possible, to cripple and maim.
This is a mentality that you can only have when you completely dehumanize the enemy. It is essentially incomprehensible to a normal person who is not a hate-filled fanatic. But Nazis derive perverse pleasure out of knowing they cause death and suffering to those they hate. It is especially grotesque because the Russians don't and have never felt the same way about Ukrainians as these Nazis and their Western supporters feel about Russians.
That's why you never see these kinds of terror tactics from the Russians, not once, not even in retaliation.
I'm reminded of a video I saw on twitter a while back of a Ukrainian teacher asking her students their names (before the SMO), and then when hearing a boy say his name (can't recall what it was), asking how it's spelled and then when she was content (because apparently it had a Ukrainian spelling, which I didn't know was a thing) told him that it was good because if it had the other spelling he'd have to go back to Russia. When I pointed out how disgusting this was that she'd talk to a child like this....the response I got was 'but that wasn't how his name was spelled, so what's the problem?'; I can't tell if the person responding was Ukrainian or just a lib, but I got a huge sneaking suspicion it was just a lib. It's beyond my comprehension how people can be like this.
