fun fact but googling "UN rapporteur Venezuela sanctions" looking for the name of the guy who went in like 2016 shows a bunch of articles from the 2020s with an ENTIRELY DIFFERENT rapporteur sent to Venezuela. I don't know her background, but the first guy was a Harvard educated ghoul

Know what they both had to say? THE SANCTIONS ARE KILLING PEOPLE. THE SANCTIONS ARE STARVING PEOPLE. WITHOUT THE SANCTIONS THINGS MIGHT NOT BE GREAT, BUT THEY ARE UNEQUIVOCALLY DOING MURDER.

The sanctions from the same country whose official government has official records stating the explicit intent of sanctions on Cuba is to STARVE PEOPLE and force them to overthrow the government.

That should tell you all you need to know really.

That's all true and you can find politicians saying the intentions are starving the people into causing an uprising in Venezuela (not just Cuba or Iran) - but it's not all you need to know - the running of PVDSA has a very complex history and there were certainly elements of economic mismanagement in Maduro's time as well as Chavez. If however countries were open to helping Venezuela with oil refining and subsidy strategy rather than destroying it to get control of their oil, there would be a different outcome.

and the rapporteurs say all that but then state in no uncertain terms "it's the sanctions killing people"
