I don't think Congress has declared war since Vietnam. Everything since has been at the presidents whim and been termed a conflict, police action or some other euphemism.
Since World War II, actually.
You're right, congress hasn't authorized it:
It's the "Use of Military Force", as the previous commenter pointed out, a euphemism. Much the same how they used to call torture "enhanced interrogation".
