How does someone 'non intentionally' kick someone's face? I appreciate her targeting, I just don't understand it.

she hurled obscenities, resisted arrest and kicked a female supervisor in the face

It sounds like for whatever reason, they tackled her, and while she was on the ground, her foot made contact with the woman's face.

No, it's like when a cop punches you in the face and then you get charged with assault for hurting their hand, and destruction of government property for getting blood on their uniform. And also resisting arrest because you tried to protect yourself after being punched in the face.
