I'd like to think so. I see Trubbish and Garbador as life inhabiting or life becoming from that which was discarded or forgotten. It isn't ghost type (like Banette and the other possessed Pokemon) but similarly it came into being from something unloved. It's pathetic, but that makes it ironically loveable. Look at Garbador in that image, alone on a rubbish heap but with its large eyes drinking in the sky. From trash we come, and to trash we will return.
