Raises eyebrows? Who's surprised? The world's gotta stop beating around the bush and start calling this duck a damn duck. They're certainly not hiding it, they're just not exactly ready to blatantly admit it quite yet. They're doing like one of those movies tropes with a super long terrible buildup where we already know what's going on, so the plot isn't really a surprise.
