There's a variety of other reasons possible, given that withholding aid doesn't mean every Cuban starves, or even that many more. It will worsen conditions, but that's a pretty typical tactic to put pressure on a government.
People who think the Cuban government is great are a tiny minority.
It's only "typical" by western nations. The US explicitly started the blockade over half a century ago with the following justification:
"to bring about hunger, desperation and overthrow of government". Literally, google that sentence.
many cubans are already starving regardless of canadian's pretty little feelings about their government. withholding aid is just cruel.
Eh. Sudan needs it way more. And probably still Gaza, even though the media has moved on.
Regardless of your "pretty little feelings" about Cuba.
canada is rich and influential enough to substantially help all three, if they really wanted to.
